Another team has "perfect racers"?

In a Rookie League with a guy who was playing in 2012, took a 4 year break, came back in January, and apparently, he has two racers with all 8's for all stats, one with a 6 for talent, and the other with a SEVENTEEN. The races are total rick rolls. Where do you get drivers with over 3 for talent? Is it even supposed to be possible to have a 17 for talent?
