we've just finished season, but no one promoted from pro to elite.
Why? 
The managers are saddened about this and ask for information.

16 player from begin season or also after few race?

There must be 16 managers in Pro in this scenario, the tier you are in. The idea is 16 or more being half of the capacity for each tier, to enable the ability to run promotion.
