This is still because of PayPal, not igpmanager.com. Below is the official status on PayPal.com. It's literally instructing us "Don't send yet" (as in don't send the item, because it hasn't been paid for):

The entire situation is the responsibility of PayPal at this stage. They are processing your payment, and any delays or issues at this stage relate solely to PayPal. Our website will only be notified (and award the tokens) when PayPal recognises the payment and that it has been sent.
