Car didn't reach maximum speed

I analyzed my last race and saw that the car didn't reach maximum speed.

Does anyone know what could be the reason for this? Apart from not changing the engine?

Because I changed the engine for the next race and then saw this. So, at this point, I can´t check if I race with an old engine or not.

It depends on different factors, like the type of track (longer straights means higher top speeds, like Mexico, China and so on), or the amount of boost used (for example, using boost on the straight, with open DRS, means in general higher speeds).
It happens quite often not to reach the max speed, it's not something to worry about.
I can tell from my race experience that races with lower top speeds are often the ones with the closest result, meaning many managers used a lot of boost during the whole race and ended on the last lap with a few amount of available boost.

Thanks for your explanation, it's useful for me though not in this case. 

In the last race report, I see that almost everyone reached 370 km/h, except me and 3 other cars. Even of the cars that broke down, only those 3 didn't reach the maximum speed.

It looks like you ran your soft compound tyres for quite a long time. By the time your car was light enough to have good pace and the ability to reach higher top speeds, the tyres might have been well past their best. (Although I don’t know what your TE is)

Also you are level 14. So your acceleration boost from an open drs is going to be lower. And if you don’t have good acceleration it will also be harder for you to reach max speed compared to higher levels. It’s possible the drivers are a factor in the equation as well.

Oh and another possibility. If see you are racing in an offline league. An incorrect selection of push level could seriously hurt your pace.

Thank you. Maybe I made a mistake selecting the push level. I selected neutral at 7°C for soft tyres...

Neutral sounds about right to be honest for softs at Austria at 7C.

But take a look into the % wear your tyres reached in your lap report.

What I will add is that in the past I have won a race at Austria (online) without ever reaching maximum speed In elite, while the rest of the field did. So it’s not a symptom of a serious problem. The earlier point based on boost patterns and drs is also a possible explanation.

The tyres wear is OK:

Stint 1 - Softs - 14 Laps - wear at lap 13 - 53%
Stint 2 - same - same - wear at lap 27 - 53%
Stint 3 - same - same - wear at lap 41 - 53%
Stint 4 - same - same - wear at lap 55 - 53%
Stint 5 - Medium - 12 Laps - wear at lap 68 (last one) - 66%

It's good to know that it´s not a symptom of a serious problem. And I confirm that here:

League - Velocity 3 (Offline).
Refuelling allowed (so light at the end of every stint)
75% Race distance
Winners strategy: 7S-11M-11M-8S
Race Number 20 of 20 so cars maxed out in big 4 and also pretty much maxed out in TE and FE. 
All cars L26+ (winner L29 with custom engine)
All cars repaired, new engine and on a competitive strategy
Drivers at full health at the start of the race.
Positions 1, 2 3 and 5 did not achieve maximum speed cap.

So maybe it's the other way round. Instead of me doing something wrong, it was the other guys doing something wrong with the set-up :)

It makes more sense to me as I'm cautious with the strategy (I take into account the times per compound, and the extra fuel weight and try not to wear the tires below 50%).

The engine setup is the same thing, as I have a custom engine and the supplier allows me to define setup and I have already a very clear idea of the best option(s) for each circuit.
