after saving it just goes back to fullscreen.

Please try the windows shortcut Alt+Enter to switch between Windowed and Full Screen mode. This always works for me.
I'm not sure if its a case of windows overriding the apps settings or a bug but hopefully this resolves the issue for you.

that worked but the system is a big laggy sometimes freezing when loading the race or shutting down. could be my pc but just thought to mention it.

Even If I make it windowed resolution is still so bad. I have 4k monitor but in app is a really low resolution. I was hoping if I can get it windowed it will go to my default 3840x2160 but it is still so blury idk. And there is no setting for resolution in app.

Try this see if lag goes away.
Increase PC virtual memory through Settings.
To modify the virtual memory settings on Windows 10/11, use these steps:
Open Settings.
Click on System.
Click the About page on the right side.
In the "Related links" section, click the Advanced system settings option.
Click the Advanced tab.
Under the "Performance" section, click the Settings button.
Click the Advanced tab again.
Under the "Virtual memory" section, click the Change button.
Clear the "Automatically manage paging files size for all drives" option.
Select the Custom size option.
Specify the initial and maximum size for the paging file in megabytes.
The virtual memory size will differ for everyone.
However, usually, you should use a number that's one and a half times the total available memory for the "Initial size" and three times of available memory for the "Maximum size."
Click the Set button.
Click the OK button.
Click the OK button again.
Restart your device.
Once you complete the steps, the overall system performance should increase while navigating the desktop and running applications.

Do you run multiple screens with different resolutions? If so have you tested having the other screens powered off to see if its due to windows struggling to determine which resolution to use due to multiple monitors.
Alternatively you can try adjusting compatibility settings on the apps shortcut / .exe from windows.

Change Hi DPI Settings
There are some settings here you can experiment with to see if they improve your situation. Each have their own explanation attached. I'm not much more use to you than these explanations
Program DPI -> this will let you define what DPI and scale the program opens in. Try activating and using the two settings.
High DPI scaling override - This allows you to override any upscaling of DPI the application or system is attempting to apply to the app.
