Tier discrepancy

I was curious about why a level 17 manager who won a championship in Pro recently is still in Pro while a level 17 manager who recently joined the league is placed in Elite. This manager has wins and is at a good level but shouldn’t he be racing along with the Pro level 17 manager. The other managers in Pro are at Level 6 and 7.
 Shouldn’t the level 17 Pro manager be placed in Elite also?

My mistake- the new managers added are Level 6 and 7. The others except for the Level 17 manager are Level 10-14. The Level 17 manager  in Pro has 31 wins while the Level 17 in Elite has 7 wins.

The tier in which a team competes depends only on whether or not they gained promotion.

It is possible for a L30 Manager to be in Rookie or Pro if they have always competed in a league where there are insufficient teams to trigger promotion or if a league host has switched off promotion/relegation.

Likewise, it is possible for a really low level team to find themselves racing in the Elite tier if they have raced in leagues that are inactive but filled with enough bot accounts to trigger promotion.

Once promoted to Elite, a team joining any other league will enter into the Elite tier regardless of their level. In order to compete in a lower tier they will need to be relegated.
