Hi Jack

Correct me if I'm wrong but I thought that all staff had been capped to manager level. So should it be possible for a L16 Manager to have a CD with an overall rating of 20 with individual attributes Ability 20, Mental 20, Morale 20.
If the CD has a bearing on initial car development then will a manager with a CD with these stats have a car that begins the season far ahead of their rivals?
This CD is only 53 years old so will continue to cause an unbalance in the league for seasons to come.

The same team also has a TD with the same 20/20/20/20 attributes but I'm not sure this currently has any affect on performance.

Can you confirm this is a bug and if so please do something to resolve it.

@Kevin : He hired them after stats were reduced but there was a bug and I even remember his CD was 27/20/20 in skills, I'm just wondering how he managed to hire them with a level 16 team considering you're not able to contact staff over your level.

Staff and Drivers was on market at my level lets say 12 when i was looking on stats they seem good but i didn't count. even when i got them all the same but after a race they stars increased so the driver went level 14. Looked bugged to me so sold the driver after i remembered a post of Jack was saying the chance to get something good but i am still not sure why its happening.

yes my team,
take a minutes and check the hall of fame, you'll find more than 20-30 with levels 13-17 with staff with 20 talent.

yes he was 27/20/20 and re-balanced to 20

and if you're bored and have time to spend yo can find more teams/managers with CD talent 20, and if your looking at section transfers you can find too a CD with talent 20, i've a CD in my other teams and also a CD20 for reserve with other weakness etc..

It's not the talent that's the issue here, it's the fact that the overall rating is 20 and as a L16 manager you shouldn't be able to employ him.
Because currently the initial car design is linked to CD your cars have begun the season so far ahead of the field you should finish 1-2 every race without trying.
It is a bug and if I were in your position I would do the decent thing for the league and replace these staff with legitimate ones. Hopefully whatever changes Jack is going to implement regarding initial design will negate this unfair advantage.
The first example above is indeed talent 20 but his overall level is only 13. Your CD & TD are overall L20 with stats of 20/20/20 .
