Hello,
Outside of tranfer auctions, or the HQ, you can only hire drivers that have already been a part of your team.
Unfortunately, you will have to wait until that driver goes into an auction for you to buy them. This could be hours, days or weeks as the free agents that go onto transfers is random.
This driver lock system was implemented in order to prevent managers hoovering up all of the high level drivers and hoarding them in their accounts.

If you're really desperate to hire the CD here is how you do it...
- Re-hire the CD with the original team you released him from at a cost of 9 tokens.
- Then sell him again, but IMPORTANT, do not use "Sell Now", instead use the "Auction" button.
- The CD will then be available to purchase by the account you posted with. If you are quick, you can "Buy Now" at a cost of 9 tokens before they are listed on the market, or you can wait until they hit the market and bid. It is more cost effective to wait until the CD hits the market, the risk is you get into a bidding war with someone else who also wants to hire them.
