I propose the fastest lap point will be for the fastest lap without DRS and boost. That way the best set up car will be rewarded and not awarded for holding the boost button down for a lap. Thoughts?

Seems to be complex to implement and not many laps are completed with neither DRS or boost. On top of that, DRS and boost are a legitimate tactic to use!

Add to that, the only two laps that your idea can be easily implemented are laps 1 and 2, where cars are fully fuelled...
