Do we even need to invest in design headquarters building? Won't this TD design point addition overwhelm any design points that we get from upgrading our design facilities?

Yeah, I got 69 or so design points today, so it kind of seems moot point to upgrade the design facility at all (I had updated it to give 4 points and also started an upgrade for the 5th point, as I was pretty sure this was the way to go and according to my results it seems to be working pretty good). Now this all seem like wasted money, at least the last upgrade which gives me 1 extra point to add to that 69 (assuming I get the same amount of points next race).
Also, the +1 you get from suppliers and staff seem to be useless now that I instantly got everything in the car from 5-10 range to 20+ range.

I also see how the league leader might want to refrain from spending his design points thus letting them build up to use at critical times.
Hannu, This TD effect is meant to balance a league within five races so you will probably get fewer points in each race.
After the league has been "balanced" the headquarter design points may come back into play as the TD points should be a less significant proportion of the total design points. We just don't know at this time.

All teams can start the season with the same level cars now, assuming they have a 5 star CD all season. Even if the season starts with level cars, the higher HQ teams can edge out an advantage with their higher level Design HQ.
Let's say a level 20 Design HQ meets a level 10, then the level 20 is always going to have at least a 10 point (overall) advantage from round 2. That's a situation where the level 10 can actually compete with the level 20, though. Before, there would have been hundreds of points of advantage from round 1 and throughout the season.
On the other point, if people decide to save up their design points, they will surely lose the opening races to any other teams who don't. If, mid-season they decide to perform a huge upgrade, isn't that like F1? Teams develop that way in reality when they plan big upgrades for certain stages in the season. Under this new system that's possible, but if someone does that, the advantage will be short lived. The 5-star TD/CD of rival teams close the gap quickly (I'd estimate within 5 races in most cases, although this isn't a hard rule). In many cases they can become competetive before the levels reach parity.

I am glad to know it works that way. So there is still some advantage to building design headquarters but perhaps a cash poor team can invest in other headquarters areas and delay building in the design area during one season in order to catch up with the higher level he has achieved through the extra xp gained recently.

So provided managers have 5 star CDs they should all have the same car development at the beginning of the season. Is development capped at 5 stars or do those managers who are fortunate enough to have 6 star CDs still get an initial boost? Also, does a 6 star TD perform better than a 5 star in terms of spying?

6 stars is treated the same as 5 stars. 0 stars is treated the same as 1 star.
