Hello everyone, i just started the game after some very long time and in my last account i was promoted to pro but now in this league it is a little bit inactive and i will sure get first,so if i leave the league will i still be promoted like last race or some?

Best stay in that league and get promoted. Pro tier contains the most inactive players in majority of leagues. Once promoted, find a good league, elite is in most league the more active tier. Or join ace of spades and try getting promoted from pro tier ?
Edit: I see you’re in rookie tier: if you join a new league you’ll have to battle for promotion once again, choice is up to you
