Every manager views this differently, but I would say that in order of importance, the highest priority buildings are Design, Tech, YDA, Simulator, Manufacturing, and Offices and Hospitality at the bottom.
Considering your level, I would get your manufacturing to a sustainable level, then focus on getting design and tech to as high as your level allows. From there, I'd start working on the YDA and simulator sparingly, while still upgrading design and tech. The O&H is great in the long term, but the other 5 are more important in my opinion.
The YDA is very important at high levels, but considering you're still level 8, the transfer market should be fine for now. I'd hold off with it until the other ones are developed well first.

Thanks a lot, so from what I understand I should upgrade manufacturing fully first and then focus on others, upgrading them turn by turn? (like upgrading design and tech alternatively?)
As for YDA, I've got one driver from there, talent 9, so should I also maybe upgrade simulator a bit so as to train him quickly?
Not exactly. For manufacturing, you won't need to upgrade it too much. Once you upgrade it just a few times, it'll be producing enough parts to last you a while. The two buildings I would prioritize are Design and Technology. If you want to be competitive, these two buildings will give you the best shot. Without a high level Design HQ, your car's development will struggle, and without a high level Tech HQ, you'll be lacking DRS power and boost.
I would not advise upgrading simulator/driver academy/offices and hospitality until your design and technology have hit your level. Those 3 buildings are crucial once you hit higher levels, but someone in your position would benefit more from holding off for now and working on Design/Tech. Let me know if you have more questions!
