While I was in the PRO tier I noticed that my research power was nerfed significantly. I thought it was a new rebalance and due to my high level for that tier it should be like that. But even when I’m back at the Elite tier it is still quite low (29% in it used to be around 46% level ago). 
Is it a bug or a new feature?

Hello,
As explained in last devs blog, research power has been rebalanced. There is now a 2% gap between each level.
At level 20 the best you can have is 30% research.
