I have noticed Tyre Wear gets lower when you are running behind the race leader.

It might have more to do with going slower.

same tyre temp same push level same weather lol
lapped driver has better corner speeds than unlapped driver

Only the sim dev could know for sure, but I'd be more concerned if the car that was in front was using more tyre. It stands to reason that the one going slower is burning less rubber.

Seeing it in black and white it's easy to see he is slower and it is saving the tyres but watching it in the race watching how he reaches a point of the track everything is the same until he got lapped

Look at
lap 40 & 41
lap 44, 45 & 46
lap 52 & 53
Soon as he is past by the race leader wear rate changes
