it happens automatically. As better your TD and CD are, as more extra design points you get.

Every race your Technical Director will spy on the best team and will get some extra design points. A TD with 5 stars will get you 100% of the spied points.
So, get a good TD, he will do the job, just check your mail after the race to know how many did he get.

It's a combination of the TD (Technical Director) and CD (Chief Designer) actually. A 5-star TD will find 100% of the possible gains you can make, and a 5-star CD will make sure you receive them in the form of design points.

If you have a 2.5 star TD there will only be 50% of the possible gains available. If you have a 2.5 star CD, only 50% of what is available will be converted to points, and so on.
