Every single time the clock resets in the hiring market... they are always the same ones

EDIT: It appears now they are finally switching... but the "language" is also switched... They'll maybe return to the same ones once it resets again... Checking it in a few minutes. // Correct... next cycle it went to spanish personnel and the same ones... once again. (So it's recurring to the infinite)
