Unable to get talent drivers

Heya,

I am a Level 15 (very close to getting level 16) manager. I usually see in transfers though, that I am able to find only level 1-3 talent drivers. I rarely come over level 9 and 11 talent drivers. What can I do to find drivers with my manager level talent?
