The idea of having the possibility of different PL for each stint has been suggested many times before. IIRC, it usually gets rejected on the grounds that the USP of this game is online racing, stint specific PL would only benefit offline players so is not considered a priority.
A similar argument goes for more control over AS. In online racing AS is only required to select the correct qualifying tyre, during the race the manager has complete control over tyre compounds.
