levels of staff and drivers

Hi,  where are the levels of staff and drivers?  Is this criteria not in use anymore?  What are the implications?  Can we now hire staff and drivers who used to be of higher level than us? Or train them to higher levels than us?  Or is the level just not showing anymore?  Thanks for explaining.
