I believe the Devs are aware of this bug. It's an old bug that was first introduced in the 3D update. It was resolved and then weirdly crept back in during the most recent update. It only affects no refuelling in Brazil.
If you look at your detailed results you will see that your pit box is after the finish line, i.e. the tyre wear will show something other than 99% for the final lap in your stint.
