I previously had a doctor with talent and morale of 11, and I recently changed it to one of 15 yet I don't see any current impact on drivers or staff. What could be the reason for this? How does talent and morale impact doctors? Could someone please help out?

The only thing that is important for a doctor is the overall star rating. which is driven by the talent, experience, morale and realtive to your manager level.
a 5 star doctor should see 10% health deducted per 1x training of drivers. as the star rating reduces, training will consume more stamina.
