Setup with changing weather

Hello guys,

I’d like to know if the best setup changes dynamically within the race.
Today the race in my league started on wet conditions. My opponents had a setup for wet conditions but I had a setup for a dry race. During the race it stopped raining and the track dried out but I didn’t gain performance with the dry conditions setup. 

Do I understand correctly that the best setup remains always the same for the whole race even though weather conditions change?

From what I know the best setup is the one during the qualifying turn, so if it was raining in qualifying, the wet setup will be the best during the race
