Can staff improve?

drivers and pit-crew can improve by training them, I think without limit, but can you improve staff in any way or are their stats determined forever?

Hello Tim,

Staff members' attributes are consistent throughout their career (Pit Crew can be improved through training).

An important note is that for staff, it is their number of stars that dictates their performance, and these are relative to your manager level. 
This means that as you level up, the number of stars a staff member has will decrease.
