The big update eliminated most perfomance barriers for lower levels, as they can now hire and train drivers to same quality and DRS/boost depends now on star rating, so also equal for everyone who's making sure it's all updated to team level and well repaired.
What remains is less DP from Design HQ, however the 10% flat research for everyone was fixed recently and, at moment, gives low level teams the tools to reach the strongest designs on average if playing the spy game well, with level 30 sitting on a low spot and increasing strength towards level 40 again.
