I can't find the option to create a new league. Can you tell me why?

The button should appear under Player Leagues tab (Main page > Community > Leagues > Player leagues). If not there it might've failed to unlock for your account, don't know if neccessary, but can't hurt to check the level ladder view (main page > xp bar) and click/tap on level 20 to see if that's unocked.

I already did what you told me and it doesn't appear. I mentioned it to other people in the game and they don't have the option to create a league either. I asked the AI what requirements I needed to be able to create a league and it replied that I had to be a VIP, but that's not what had been announced.

That's weird the AI responds like that (got same answer). The requirement is Elite account status, which comes with level 20, also tried and works on 2 accounts despite not having VIP on those. VIP just elevates the account above Elite instantly, thus enabling league creation even if it's of lower level. I'll bring this issue up in team Discord.
