New managers entering the League without design points

We've found that when you join our league, the points machine is set to the minimum. This completely discourages new managers from joining and moving to other, more active and attractive leagues.

When did that happen, in the middle of the season or befor the season starts? If it is the second case, they must see it and solve it!

Before season starts, during the off-season:

Managers who join the league appear to have a skill rating of 1-3. This is terrible; it prevents anyone from moving to a new league.
