Unable 2 build/upgrade academy

Hey Jack, a member of my league has a problem.

He is level 18 if I recall correctly and hasn’t built the youth academy yet. Now he wanted to build but he can’t.

We found out what it was: another building was being upgraded. After the other building had finished he was able to build the youth academy.
