It's not just Monza, it's all the circuits (with 100% duration) that have odd laps. From championships starting on March 15th onwards, the number of laps in 50% races is calculated upwards, rather than downwards (as was done in the past).
Example: Australia (before March 15th) 100% 57 laps —> 50% 28 laps.
Australia (after March 15th) 100% 57 laps —> 50% 29 laps.
