If the fuel consumption is shown as 4.4 in practice laps, does this mean the value is between 4.40 - 4.49, or is it between 4.35 - 4.44?

If it’s 4.4 in practice laps then it’s 4.4 in race but if goes to 4.5 in race with push levels up could mean you gone over 4.45

What I'm really trying to say is this: If fuel consumption is both 4.3 and 4.4 during practice laps, does that mean 4.39-4.40 or 4.34-4.35?
