I checked this and it is working as intended. When you change leagues, your car development from the previous league does not carry over into the new league. Otherwise, managers could leave and rejoin leagues to reset or improve their car design. Many used to do this in the past.

So this is not a bug and the car will develop normally from this point in the league.

but you closed my revious league, it is not my decision to change it
then, decrease to 1-9 points and give me just 3 points to equalize my team is not true. other players far away they starts from 30-40 pts and i couldn't catch them in next 2 seasons.
this is not justice rule...
