Before updates cars with no setup in races without refueling had a lot of fuel, so they were slow and didn't influence the race so much.
Now they have really low amount of fuel, which is not enough to finish the race (~10 laps less than need), so they are fast enough to race with active players' cars until the fuel ends.
These cars with no setup are really annoying. They have a lot of influence to the race: block active players' cars, use ers in strange situations etc.
My idea is to return the excess fuel to these cars so that they don't get in the way during the 80% of the race.
