Title says it all. Any help. Never used it on the old igp, is it worth building it?

Well, you never used it in the old iGP...and what it did in old iGP was nothing radically different. Old iGP is old news, thus what it did there isn't important anymore.
The YDA in the new iGP works like so:
- You can scout for a young driver for 1 token
- You can scout up to 5 young drivers, to scout new ones, the current scouted young drivers must be kicked out of the YDA
- To hire a young driver from the YDA, it costs 15 tokens
When can the YDA be useful?
1. If finding a talented driver on the Transfers market is too difficult.
2. Maybe the drivers on the market aren't up to par to what you're looking for. Not enough speed, not low enough weight, too old, too inexperienced, undesirable attributes, etc.
3. Avoiding signing fees. Signing young drivers has a $0 signing fee. They simply can't demand one. In some cases, this can be cheaper than bidding for a driver from the Transfers market and paying his signing fees. In most cases, this can be cheaper than buying a driver outright from the Transfers market.
4. Lower wages. As time goes on, drivers want a higher pay on contract renewals. Young drivers hired from the YDA have a lower wage than those on the market. I have not tested how cheaply they are signed on for. However, in the old iGP, I signed 2 young drivers and they were on-board for $312.5k per race.
