In the same way you can cancel a chassis supply project (with no refund), I think the same option should be available for engine supply - or at least the ability to use a different engine to the one you are manufacturing.
From a personal perspective, I cannot develop my engine much as I race once a week and I would much rather cancel it with no refund on the start up cost.
