In HQ the level cap is 12 but am at 13 in some areas

You are in Pro, which is capped at 12. You can be a higher level as a manager, but to be fair to those in a lower tier your team will act like lvl 12

Actually meant the levels in HQ https://igpmanager.com/app/p=headquarters Design Manufacturirng etc are all at 13 due to relegation but is that unfair to the other teams

There are balancing measures coming to address exactly this kind of scenario, where a manager relegates with a high level team. It will be here in January most likely.
