I'm not able to bid is it due to my level 10 and driver level is 11, it is not allowed to bid for even next level

Yes, unfortunately you can only bid on driver of the same level, or lower. Would be nice if you could bid on one level above, it would be an immidiate advantage vs locked training decision and with some increased (token helped) training it's not hard to get a +1 lvl driver anyway, but I guess the line had to drawn somewhere and it was at manager level for everything.
