Either way it's suggesting you need to push in the race so you will be needing harder tires and more fuel to be able to push, hot days work the other way around you can save fuel and push very little with softer tires.

Yeah, I made a poor edit, I meant to say I dont think Valencia are expecting -13 :D
I'd quite like the 10c limit lowered a bit, everyone one uses Super-softs on 1/5 push or if very hot use softs at 1/5 push anyway so theres actually zero skill in push level usage as tyres either overheat on 1/5 push or at best hold temperature, you dont use any skill by upping the push level to make a break from drs and other cars then cool them down a bit afterwards and things like that, push at start of stint or end of stint because you can't, need to be able to to cool tyres on 1/5 push level.
Lowering the temp scale would help there, but only on a few tracks at certain conditions. I suppose rising the cooling effect of the tyre economy stat could do the same for a wider array of conditions. I think it might be nice if it actually would widen the temp window, aka showing how easy the car is to the tyres and how easy the car makes it for the driver to keep the tyres inside the temp window without having to go into extremes.
I think thought that lowering the lower limit isnt really "realistic" though. F1 races are pretty well planned in real life to be during reasonable weather. I cant think of any recent race IRL where they were racing in 10c conditions?
*apparently there was a free practice in German some years ago where they were running in 10c, and thats about all i can find
