Driver and staff position filled, but not registering

I have filled all the positions of staff and drivers but it has not registered on the checklist; 
When I check my staff list in the team menu, there are two Technical Directors, and I did not hire the first, in fact, when I go into her name, I can make an offer to emply her - not that I want to - but she is chilling there on my staff list and I'm not sure how to 'get rid of' her.....

Did you wait 15 min for her report? then your old Director should give his report of canccelation of contract.
