Random Q about League Switching Penalties

I'm aware of some penalties existing for league hopping. My question is: how does that affect the player if they are kicked from a league and forced to rejoin a new one? Same penalties, no penalties or somewhere in-between?

Sorry if this is explained somewhere... randomly thought of what if scenario while exiting out the window for the night.

You dont get the financial penalty, but you car will be reduced to all 1's with a number of points awarded to you based on the what you would have gained so far that season. You will still have a very compromised car however.
