How about variable level staff, where you could adjust the salary according to what level you wanted, this could might short circuit the bidding and salary increase process. and make the employee more like a cordless power tool where the output varies according to battery voltage. This would be comparable to profession where there's a published pay per rank. Just stuck now with 5 star staff and nearly bankrupt. and the options seem to be limited to hiring new staff at 3 or 5 star levels at not that much change in salary.
Instead of all full time salary support staff this could make them part time, and you could choose the number of hours.
