If you dont get promoted from the rookie league everything you had is reseted?

No, nothing gets reseted for staying in any tier, promoting or relegating. The only thing that does gets reseted, along with the championsip points, in the game are the design points of the car at the end of a season since you start each season with a 'new' car the active CD(s) developed during the season before.
