How many time i have to change my strategy before starting the race?

You can change it none stop up until it locks for qualifying.

Yes i know. But my question was when they lock and i can t change? 1 hours before the race? 30 min? 15 min?

10 minutes before the race it locks. Say you have race at 20:00 it will lock at 19:50. Once locked only way to make changes is in the strategy tab in the race viewer.
