Hello,In the facilities, now i can buy KERS (Activate temporary power boosts for your car during live races) but can we use it without 2D view ?

Yes, the driver will use it all. 2D option allows you to manually apply it.

Once you buy KERS the driver uses it by default.
As Erx says, In 2D you have the option to manually control it.
