Driver not performing as expected

My both drivers are evenly matched as far as skills are considered. i.e physical, mental and driving abilities.
But, one driver is having skill: 5 and other 2. But the driver having skill 2 is clearly outperforming the other.
Has it got to do anything with the experience? Because the driver with skill level 5 lacks experience compared to the other.

I've noticed that even a .1 difference in experience between my two drivers shows itself down to the hundredths and thousandths of a second.

Btw, how does the experience increase?
1 per season?

It's .1 per race. Or 1 per 10 races, if that's easier to remember.
