I write this at 4 pm GMT.
Let's say for example that race start in 3 hours at Hungary.
I.e. at 9:00 pm local time (Budapest time).
Will there be weather in the race exactly like weather will be in Budapest in 3 hours?
Or maybe not in Budapest, but at Hungaroring place?

Tricky question, but still. I try to see if i can predict weather in my races.
Thanks.

The weather will be whatever the weather is doing in Hungary at that very moment

Thank you, Chris. Weather in what part of Hungary? At the capital of particular country or at the racing track location?

The live weather comes from Wunderground. There may or may not be a 15 minute delay, so don't quote me on that one.

If you know how to use Wunderground, just look for the nearest weather station beacons (can't remember what they're called) to the race track and strategize around the weather predictions from those beacons.

Aren't the stations, which iGP uses, the closest Airport to the track (because they're more reliable)?

You've been playing longer than I have, so I would err on the side that I could be wrong and you could be right.

In my experience, when I was new and learned the game used Wunderground, I would find the closest personal weather station (that's what they're called!) to the track and if there was rain, I was very fortunate to make the right moves when it began to rain.
