Development when changing leagues.

I've changed leagues a couple times when it was the off season for both the league I was leaving and the one I was joining. I don't mind taking a hit in terms of car development points, but starting with only 12, compared to the 300 or so that everyone else has, is a bit frustrating. I don't necessarily want to be competitive right off the season start, but it sucks not being able to do much other than cruise around and attempt to avoid relegation. I don't really want a lump sum of points to be able to use, I would be happy with a moderately developed car (compared to the others).

I really just don't like the idea of having to throw away a whole season because I changed leagues. I see the need for penalties so people aren't league hopping all the time, but it's frustrating when it's during the off season and I'm starting the first race so far behind already.

This has been an issue for quite a while, and I agree it's a shame to waste a season the moment you switch leagues. It's because of this that I'd rather just switch leagues in the middle of the season (my latest league change is actually a league hop), preferably just before Britain or Turkey so I can get max dps for the big 4 stats by Japan.

Since "league hoppers" and players who play fair and only join new leagues in the beginning of the season suffer the same penalty, it's a no-brainer that this is one thing that should be addressed.

Yes, I agree and I'm not sure it's intentional. Because several times the following season the car of a joining team, if staying in the same tier at least, started with the best car. Often with all attributes but the weakness at the cap (50 in Elite). My theory is that design points wrongly get assigned to, or kept in, the car development pool for next season instead of getting used for the current car.
