What Chief Designer's Strength and Weakness have impact on? Does it increase numbers of points gained from designing or it increases/decreases the bonus from this attribute in race?

It in/decreases the starting design points of your new car at the begin of a new season and gives a bonus/malus on spying/researching results for those attributes.

Regards to research, I believe you're likely to have more gains by researching the strengthened attribute of a designer, and the opposite effect is true for a designer's weakness, where lower gains are made in attempting to research that area.

When it comes to Next Season development, the designer's strength and weakness will be reflected on the car design. You'll have 6 attributes all the same progress, and one attribute will be more developed and another less developed than the others.

What effect does changing your CD during a season have on the following years car? Is it just the last cd effects or a mixture of all the ones you have had? As I'm on my 3rd due to leveling up during the season.

If you have different Chief Designers active at separate times throughout the current season, the next season's car design will show those influences.

Put simply, for each race, the current active designer contributes to the next season's car design.
