Simulator Level1

Is there meant to be a difference in the progress bar between none and level 1?

After I built the level 1 simulator. On first useage I got 4% progress, then in the next training session it went back to 3% progress same as having no simulator.

Now you are gonna have a laugh

Level 1 = 7% progress



But level 2 that I'm only after building is also equals 7%????


Something is not right or is that the way it is meant to be?

Thank god level 3 changed it to 8%
