NO new players are joining Rookie in my league

Hello,
There are 7 players in the Rookie of my league and for the past couple of days we haven't received any new player in the Rookie, which is strange.

The name of the league is "CrazyLeague for active players" (league&id=17573). I've regularly cleaned the league from inactive players. I used to remove 2-4 players and other new players would quickly join in. The other day I removed 9 players and we haven't received new players since (apart from a friend of mine joining yesterday).

Is it normal?

You might not be getting as many new players as usual due to various reasons. But advertising in the Leagues and Events forum can help mitigate that a little.

I don't know if that's the reason here but I read on a similar case that the game stops showing a league as suggestion for new players if the Rookie tier has less than a certain number of manager present. So try to get 2-3 people to join with advertising and to be on the safe side make sure you don't lower a tier below half the capacity with clearing inactives. Beside the possibility of stopping the stream of new players joining doing that also disables promotion as well.

Its the same with my league but i still don't get new players. Even though we have 9 players (more than half) in the league!

Which league? The one you're in has full a Rookie tier. There are only 9 palyers in Elite but new players always start as Rookie and thus can't join Elite. So it's all down to why player choose one league above another and you'd need a psychologist to answer that one. Or it's some setting of your league that makes that buggy league search/filter system not to show your league. In the end filling Elite is a matter of waiting until enough manager promote from Pro, advertising it here in the forums and league reputation.

i'm in a league now where i just play. I have another league which i ran called "F1 Active Challenge".

There were no problem to filling to rookie league, it filled immediatly even if thee were 10 places. Maybe it was some maintance work becouse eveything is working now, i kicked the inactives, and the new players were coming right after. Thank you for the reply!
