Rookie league always showing 1 more team than there actually is

Currently the rookie league is showing 14/16, yet there is 13 teams within the league. Usually this is at full capacity showing 16/16 and yet there is only ever 15 teams within the Rookie league. This does not happen for Pro and Elite.
