How can I buy pilots from other?

From other players? Directly...it isn't possible. You can only use the Transfers page to find new drivers/staff, with the exception of players who post their drivers and staff for sale here.

And who are post here, how can they be?

There should be option to offer a person to buy their driver even though they are not trying to sell it maybe they like our offer and sell it?

You can post drivers and staff for sale by sharing links to their profile or announce you are searching for a driver/staff of a particular kind.

No, this would not be allowed as players could cheat by purposely buying staff with a dummy account from their primary account to gain cash.
